அதன் இரண்டாம் வரைவு தற்போது வெளியாகியுள்ளது. (இரண்டாம் வரைவு இன்னமும் ஐநா மனித உரிமை ஆணையத்தில் முன்வைக்கப்படவில்லை. வரும் 18 ஆம் நாள் முன் வைக்கப்படும் என எதிர்பார்க்கப்படுகிறது).
பன்னாட்டு விசாரணையை ஐநா மனித உரிமை ஆணையரகம் நடத்துவது குறித்து முதல் வரைவில் தெளிவில்லாமல் இருந்தது. இரண்டாம் வரைவில் அந்தப் பகுதி தெளிவாக்கப்பட்டுள்ளது.
கொடுங்குற்றங்கள் மற்றும் மனித உரிமைகள் மீறல் தொடர்பில் விரிவான புலன்விசாரணை, தண்டணை அளிக்க வழிசெய்யும் நோக்கில் குற்றமிழைக்கப்பட்ட சூழல் மற்றும் பின்னணியைக் கண்டறிந்தல், இதற்கு வல்லுநர்கள் உதவியைப் பெறுதல்' உள்ளிட்ட வாசகங்கள் புதிய வரைவில் இடம்பெற்றுள்ளன.
ஒரு தனிப்பட்ட பன்னாட்டு விசாரணை ஆணையம் (Commission of Inquiry) அமைப்பது மட்டும்தான் இந்த தீர்மானத்தில் விடுபட்டுள்ளது. அதற்குப் பதில் ஐநா மனித உரிமை ஆணையரகமே பன்னாட்டு விசாரணையை நடத்த வழிசெய்யப்பட்டுள்ளது.

8. Welcomes the recommendations and conclusions of the High Commissioner on the need for an independent and credible international investigation in the absence of a credible national process with tangible results, and requests the Office of the High Commissioner to assess progress towards accountability and reconciliation, to monitor relevant national processes and to investigate alleged violations and abuses of human rights and related crimes by both parties in Sri Lanka, with input from relevant special procedures mandate holders as appropriate, and to present an oral update to the Human Rights Council at its twenty-seventh session, and a comprehensive report followed by a discussion on the implementation of the present resolution at its twenty-eighth session;

8. Takes note of the High Commissioner’s recommendations and conclusions regarding ongoing human rights violations and the need for international inquiry mechanism in the absence of a credible national process with tangible results, and requests the Office of the High Commissioner:
a) to continue to monitor the human rights situation in Sri Lanka and assess progress on relevant national processes;
b) to lead a comprehensive investigation into alleged serious violations and abuses of human rights and related crimes by both parties in Sri Lanka and establish the facts and circumstances of such violations and of the crimes committed with a view to avoiding impunity and ensuring accountability, with assistance from relevant experts;
c) to present an oral update to the Human Rights Council at its twenty-seventh session, and a comprehensive report followed by a discussion on the implementation of the present resolution at its twenty-eighth session.
